Maurice e225548c79 docs(tiles): add the 4.3.0 release banner ...

The 4.3.0 notes drop the plates and the tile index for the Keep a Changelog layout. This banner is the one image left, at the top. Scaled from 5292 to 2400 px wide so the body does not pull 4.7 MB.
