test(i18n): the plural test loads its locale itself instead of queueing behind every other

FE-COMP-I18NCTX-011a starts all 27 locale chunks at once and does not wait
for them, so the Russian chunk of FE-COMP-I18NCTX-018 queued behind the rest
and the test failed in the whole file (and on CI), though it passed alone.
