Maurice e7ab0fc21e fix(users): delete a user who recorded a payment between two other members ...

budget_settlements.created_by_user_id has no ON DELETE action and the
account cleanup never cleared it, so deleting such a user failed on the
foreign key and rolled the whole deletion back. The cleanup now clears
the recorder; the payment itself belongs to the two members and stays.
