Maurice e1143f68d4 fix(atlas): classify Hong Kong, Macau and other enclaves under their own code ...

Hong Kong and Macau sit inside China's bounding box, so getCountryFromCoords
returned CN for them and the cached place_regions row was never corrected by
the Nominatim fallback. The same gap dropped San Marino, Vatican City, Monaco,
Liechtenstein, Gibraltar and Puerto Rico entirely.

Add their bounding boxes (smaller boxes win in the area-based lookup), name
aliases and continent entries, plus a migration that clears stale place_regions
rows for places inside these territories so existing installs re-resolve them.
