Each zone's VTIMEZONE carried one fixed offset, so a client that reads it literally showed every event after a change to or from summer time an hour off. It now lists every offset change in the calendar years its events fall in, each as its own observance after the offset in force before the first one. A zone without changes, or a span with no readable date, keeps the single fixed offset.
