Maurice dc81a5365e Make PluginsModule bring the whole plugin surface with it ...

With requireTotalCoverage on, a test app that assembles a subset of AppModule
now fails to boot: the admin e2e suite pulls PluginsModule in through
AdminModule, but WeatherModule was only ever reachable from AppModule, so
weather.get had no handler and validate() refused the start.

The invariant the gate needs is that importing PluginsModule pulls in every
domain that owns part of the wire surface. WeatherModule was the one domain
missing from that list.
