Maurice b9391a9921 fix(tours): hold an actual track change back while the tour is offline or queued ...

Linking or unlinking a recorded track went out even in offline mode and
behind a queued write of the same tour, and its answer replaced the whole
cached tour with the server's older state, losing the local change. Both
now refuse as online only in those cases and for a tour the server has
not got, the view says so, and the answer only updates the cached
tour's recordings.
