Maurice 9561a2efc7 test(server): lower the raw statement baseline to what the seeded specs hold ...

The specs seeded through the repositories in the commits before this one
no longer carry unmarked raw statements, so their entries leave the
baseline. What stays raw in them is marked with a reason.
