Maurice f1719c3e35 refactor(admin): share the packing template manager logic between desktop and phone 
usePackingTemplates now owns the template list, the expanded template with its categories and items, and every create, rename and delete. The phone keeps its generic delete error toasts through the genericDeleteErrors option.
