Maurice 05ee3d50e4 feat(notices): bring the release notes back on every update
The release modal takes the 4.3.0 design: the release and its headline cards
on the left, the note and the support links on the right, at the design's own
size. The cards carry small drawings of the features instead of an icon.

The 4.0.0 entry is retired. In its place sits one entry, release-notes, that
every big release rewrites and keeps. It recurs per version with no upper
bound, so every user sees it once on each update, whatever they did with it
before, and a reload of the same version keeps it closed. An integration test
holds that promise through the real entry and the real dismiss route.

All 23 locales carry the new copy and drop the 4.0.0 strings.

Maurice 2572132117 fix(notices): let the 4.0.0 release modal cover the whole 4.x line
The version window already said 4.0.0 to 5.0.0, and the test above it is even
called "covers the whole 4.x line", but that was only half the story: without
`recurring: 'per-version'` a notice falls back to a one-time dismissal, so
everyone who closed the modal on 4.0.0 never saw it again. It did not come back
on 4.1, 4.2 or 4.2.1, which is the opposite of what the window says.

The mechanism was already there and in use one entry below, on thank-you-support.
The dismissal path records the app version it was closed at, so the notice
re-surfaces on the next upgrade and stays down within the same version. Rows
dismissed before that column existed read as 0.0.0 and simply come back once.

Maurice 061a3d91a0 fix(notices): keep the release modal up across the whole 4.x line
The 4.0.0 notice was scoped to a 4.0.x window on the assumption that each
release would bring its own entry. 4.1.0 shipped without one, so the modal
switched itself off and nothing took its place: the thank-you notice it
replaced is retired below 4.0.0, leaving a 4.1 install with no notice at all.

Hold it open to the 5.0.0 boundary instead. What it introduces is the 4.x
line, which is still what somebody arriving on 4.1 or 4.2 is meeting for the
first time, and a later major gets its own entry the way this one did.

Maurice e9090fa33c fix(notices): confine the 4.0.0 release modal to the 4.0.x line
Without an upper bound it would greet somebody who jumped 3.x straight to
4.2 with a summary of a release they skipped, and it would run alongside
the next release's own notice.

maxVersion is exclusive, so 4.1.0 covers every 4.0.x patch. Pinned in the
registry test, together with the handover from the thank-you notice: at no
version may both be active.

jubnl 5952e02971 feat(system-notices): replace expiresAt with [minVersion, maxVersion) version gate
Prevents users who upgrade across multiple versions from seeing all
interim notices at once. Version bounds are evaluated server-side using
semver.coerce so prerelease builds compare as their base release.
Range is lower-inclusive, upper-exclusive: maxVersion: '4.0.0' hides
the notice once 4.0.0 ships.

jubnl 293506217e feat(notices): add system notice infrastructure
Server-side notice registry with per-user condition evaluation (firstLogin,
existingUserBeforeVersion, addonEnabled, dateWindow, role, custom).
Notices are sorted by priority then severity, filtered against dismissals
stored in a new user_notice_dismissals table, and served via
GET /api/system-notices/active + POST /api/system-notices/:id/dismiss.

Client renders notices through a host component that partitions by
display type (modal / banner / toast). The modal renderer supports
multi-page pagination with directional slide transitions, keyboard
navigation, and correct dismiss-all semantics on CTA / X / ESC.
Dismissals are optimistic with a single background retry.

Includes 3.0.0 upgrade notices (v3-photos, v3-journey, v3-features),
onboarding welcome modal, and full i18n coverage across 15 languages.
The /journey route is addon-gated on both client and server.

Also includes: unit + integration test suites, registry integrity test
that validates action CTA IDs against client source, and technical
documentation in docs/system-notices.md.
